Annotation The article by Winkelman, & Chang, (2018) presents the outcomes of the study on the care of patients with mental disability. The concluded that mental health patients need to be put under a continuum of care. Most of these patients must receive professional care on a daily basis so as to ensure their well-being. Some patients get irritated easily and may injure themselves or even other people. Therefore, they should be kept under close supervision. This type of care requires a lot of resources in terms of housing, food, medication and clothing (Winkelman et.al. 2018). This describes why these programs are very expensive even to the insurance agencies and Medicare. Southern Texas has fallen victim of having huge allocations on mental health. It is reported that Medicare spends up to a third of what the average person earns on their healthcare. Winkelman and his fellow researchers report that in Southern Texas, Medicare uses $5,000 more per person each year than it spends on an average American in another city. He says that this trend has risen since 1992 when the cost in Southern Texas was similar to any other city then ($4,990). The rise has been attributed to the many patient demands and the many tests performed per person in Southern Texas compared to other cities. That is more diagnoses are done, there is more hospital treatment, more surgery is indicated, and there is more home care.
