It is the first meeting of the Eastern Colorado Regional Planning and Development team. The Governor gives you the following charge:
“The population of Colorado is continuing to grow, and apparently, will continue to grow through this new century. While population growth has some real advantages in terms of maintaining an economically healthy state, there are also some major disadvantages. In particular, how to preserve the attractiveness of the existing cities. Our plan for accomplishing the combination of continued growth without destroying the positive environment we now have is to limit growth in the existing cities along the front range, and to encourage growth in eastern Colorado. We have decided that the way to relocate population is to create a planned city. Your assignment is to plan this new city.
“While we want this city to represent the best possible urban living environment, and as a result don’t want to limit your creative endeavors, there are some constraints that must be put on the process.
“First, we have selected the site of the city: a 10 x 16 mile rectangle in eastern Colorado.
“Second, we want this to be a cosmopolitan city, reflecting the diverse nature of the existing population in the state. Specifically this means you have to plan for the following:
–city population – 200,000 people
–minorities – 10% African-American, 10% Latino
–land use percentages:
industry 10%
commercial 10%
institutional & govt. 10%
recreation 10%
–residential percentages
-upper income 5%
-upper middle income 10%
-middle income 20% (5% African-American)
-lower middle income 15% (5% Af-Amer, 5% Latino)
-lower income 10% (5% Latino)
“Urban land-users will take up approximately 90 mi2 of the 160 mi2 available. The remainder of the land will remain privately owned agricultural land, or publicly open space.”
To complete this assignment, read in Ch. 10 of the textbook the section titled “The Internal Geography of Cities.” This will give you some ideas about how cities can be laid out/designed. Using one of the models presented in the text, or a model of your own creation, design the layout of the planned city based on the information provided above. Feel free to go on-line to look for additional information concerning city planning. If you use any on-line materials be sure to cite it in a bibliography and enclose it in quotation marks.
In your submission include:
1. a diagram of the city on a standard 8.5 x 11 sheet of paper; you only
have to diagram the city plan, not surrounding countryside; scan the
diagram for submission; DO NOT PHOTOGRAPH IT WITH YOUR
PHONE; phone pics are often distorted;
NOTE: your residential areas should include housing for all 5 economic groups and a mixture of ethic groups,
2. a written description of your plan and a justification for it;
–your justification must include why you chose the model you did,
including why you found it better than the other models.
