TERM PAPER: There is one 8-page (double-spaced) research/term paper assignment required for the course. This page requirement does not include cover page or reference page, which are required (or appendixes, etc., if you attach any). Make sure you cite sources as you use them (do not just list them at the end of the paper. Learn how to properly cite/document sources). It is recommended that you start with an outline and use headings to break up the sections of your paper.

Your paper assignment has four components. You are to address each of the following questions about the U.S. and Nevada Constitutions (your paper is NOT to just do a comparison of the two constitutions):

(1) Explain the significance of the fact that the Nevada constitution is lengthier than the U.S. Constitution. Why is it lengthier and what does this mean for the Nevada judges as they do their jobs of interpreting the state constitution compared to federal judges?

(2) Compare how much power Nevada’s governor has in the state political system compared to the president’s power within the national system of government. Consider formal powers (veto, pardon, who they get to appoint or not, such as Secretary of State, judges, etc.).

(3) Explain how Nevada’s legislature is constrained by Nevada’s forms of direct democracy (i.e., the initiative, referendum, recall, and statute affirmation) and its constitutional mandate to meet only every other year for 120 days, etc.

(4) Explain the strengths and weaknesses of Nevada’s system for electing judges compared to the so-called Merit Plan (i.e., “Missouri Plan”, or similar plan) used in other states, as well as the U.S. national system for appointing judges. Describe recent attempts of Nevada to move to the merit plan. Also, outline Nevada’s recent attempts to establish an intermediate court of appeals including its successful attempt in November 2014.

 Turnitin analyzes each paper submitted for plagiarism and use of internet sources that have not be properly cited as a source in the paper. It compares papers to other submitted for the course

(previous semesters included), other submitted at CSN, and scours the internet databases, etc., for

matches to material in your paper. Turnitin produces a plagiarism report that highlight matching

material and sources.

 Papers are due on the due date and by the deadline (see due dates and times below). The paper must be turned in by then. Late assignments will NOT be accepted. Submitting a paper on time is

part of the assignment. If you do not turn in a paper on time, you did NOT do the assignment.

Thus, it will warrant a zero score. Do not attempt to turn in a late paper.

 It is a good idea to begin the paper assignment as soon as possible. Plan to complete your paper early so that unexpected events or obstacles that arise in the final days before a deadline will not

prevent it being turned in on time. Computer, printer, or drive failures are NOT a sufficient

reason for a late assignment. Always keep backup copies of your paper. Late copies will not be

accepted for any reason.

 The professor will be happy to give guidance on papers during the term. This will sometimes be unsolicited but it is ultimately a student’s responsibility to seek such guidance.

 Statements in your paper should support a point and your points should support a thesis or theses (or at least relate to them and explain how they relate).

 This is a college term paper. You should include statements of facts, not feelings or how things affect you on an emotional level. You are not being asked for your opinions. Write in the 3rd

person; that is, avoid phrases like “I think”, “I feel.” Avoid using “I”, “me”, “my”, “mine”, “you”,

“your”, and so forth. Do not use contractions like “Didn’t”, “isn’t”, “aren’t”, etc. Those should be

reserved for dialog in a work of fiction, not a college social science (or professional work-related)

paper.

 Your paper should not be a collection of extensive quotes and summaries (regardless of whether they are cited or not). Include your own analysis although that may be informed by other sources.

Do not include extensive quotes in your paper. It tends to represent filler material to take up

space. Quotes should help make a point and not included just for reference (or proof that you read

the book or article) or just to help fulfill the page requirement. If the quote does not help explain,

you do not need it. Summarize a section when possible. Long quotes do not show that you

understand anything, so avoid them. Always cite sources of quotes, summaries, data, and so forth,

as you go along.

 The paper assignment is partly meant to measure your reading comprehension, but it is also meant to teach you how to do critical analysis and serve as lesson on how cultural and political

research is properly done. Critical thinking means to be objective (do not be an advocate) and to

see things from multiple perspectives. It also means to apply what you have learned to new

situations and to draw analogies to similar documents, events or situations when appropriate.

 Proofread your paper before turning it in! You are permitted 15 hours of free paper tutoring per semester at the CSN writing labs and via the online site smarthinking.com. You should make

an appointment with the lab and get that free guidance. You can visit the writing lab before you

start your paper (you do not need to have a draft ready). You will need to take a copy of the

 You may use an unlimited number of outside sources if you find them to be helpful. Do not use Wikipedia or similar sites as a source that permit the public to edit the page. You may use any

citation method (MLA, APA, Chicago style, etc.) as long as you are consistent. It is

recommended that if you are going to be in college for awhile that you pick up a basic writer’s

manual like MLS, American Psychological Association (APA), Chicago Style, or whatever

format is the convention within your field of study or planned occupation.

 Papers (and essay exams) are graded comparatively. They will each be read and reviewed once and the best paper will be selected and given its grade (which may or may not be an “A”). Then,

all other papers will be reread and graded in comparison to the chosen standard-setting paper.

Thus, it is NOT a good idea for students to work on the papers together, although you can consult

with other student’s on their understanding of concepts, definitions, and so forth. You do not want

your paper to be “too similar” to that of another student.

 The key to effective communication is brevity. Do not ramble or put in “filler material” on unrelated issues. Make your points quickly and back them up with factual statements and

evidence (such as data, when appropriate). That is, get to the assigned questions and do not stray

too far from them. Do not ramble include irrelevant or filler material. Stay on point(s). Do not

spend too much effort on minor points, but you can include them as a footnote if they relate to the

topic. Stay focused on the thesis (or theses) of your paper. Use quotes only in the service of

making a point about something in the quote.

 Do not attempt to turn in a “history” paper or try to work another paper for another course into this assignment. Such papers are easy to spot and generally do not fulfill the paper requirements.

You are not being asked to write a bunch of stuff about the constitutions or a mere history of the

state of Nevada, but to address the specific questions stated above in the assignment. Get to those

questions quickly and do not stray too far from them.

 Cutting and pasting from various sources is not “writing” a paper. Cutting and pasting requires little mental effort and students get no benefit from doing that. You do not learn critical thinking

if you rely on others (including scholars) too much. You are not writing this paper for the

instructor’s benefit, but for your own. The paper assignment is designed to get you marketable
